The Delta State Ministry of Health has presented a capital expenditure budget estimate of N17.66 Billion for the 2016 fiscal year aimed at providing quality health care services in the state.
The state Commissioner for Health, Dr. Nicholas Azinge ,who presented the budget proposal, at the on going budget presentation in the state, said the budget proposal will further ensure the provision of readily available, accessible, affordable and equitable health care service at all levels of health care delivery in the state in accordance with the SMART agenda of the present administration.
If eventually approved, the budget, according to the health commissioner, seeks to address the issue of dilapidating/dilapidated secondary health care facilities as well as replacing old and outdated hospital equipment in the state.
The 2016 budget proposal, it would be recalled, is against the N2.24 Billion approved capital budget estimate of 2015 (Revised) which according to Azinge, recorded 12.5 per cent budget performance between January and June 2015 as the sum of N279, 701,489.52 was the “Actual Capital Expenditure” for the period under review.
He said, “The 2016 capital expenditure estimates was prepared with the hope of achieving the goals 8 the state government towards ensuring the provision of quality health care service that are readily available, accessible, affordable and equitable at all levels of health care delivery 7 accordance with the SMART agenda
“in so doing, emphasis is being placed on eating the ministry’s outstanding commitments and contractual obligations to on-going/completed projects.
“Provisions are also being made for some new projects particularly in respect of closing infrastructural gaps. Emphasis is being placed on rehabilitating dilapidated secondary health care facilities and replacing old and outdated hospital equipment” Azinge said.
“The proposed 2016 capital budget expenditure estimate of N17.675,730,103.61 took into consideration the various ongoing health projects across the state, while the recurrent figures stands at N16, 020,899,503.40
“There has been a buildup of ongoing projects over the years and the total commitment on these projects amount to the sum of N11, 725,650,293.76,” he said
