Gov Okowa Moves To Reposition Delta Line

DELTA State Government has debunked insinuations that the state transport service, Delta Line has been sold, saying that the company has been repositioned for greater efficiency, improved profitability.

The Chief Press Secretary to Governor Ifeanyi Okowa, Mr Ehiedu Aniagwu Charles at a well attended press conference in Asaba, (29/08/17) disclosed that Governor Okowa values the roles the transportation company plays in the lives of Deltans and Nigerians in general and has never contemplated sales of the company, adding that the state government only divested 60 percent of its equity shares to ensure greater efficiency and improved profitability.

According to him, it has been discovered that over the years, the management of the company had failed to deliver on the purpose the company was set up but, rather, has incurred huge debts and also, failed to meet with its contractual obligations to workers prompting government to look at better ways to ensure that the desired results of rendering services to Deltans was achieved while the state government makes money from the company.

Mr. Aniagwu who debunked insinuations that the transport company has been sold stated that Governor Okowa's administration has the intention of divesting government interests in the company by having 40 per cent equity shares while a reputable transport company takes 60 per cent shares.

"Delta State government wants the company (Delta Line) to remain as a going concern, that is why nobody can contemplate sales of the company," he said, stating, "for anything, the name Delta Line must be retained, so, we are going into a Public Private Partnership (PPP), we are only partnering with the private sector that has demonstrated so much confidence and ability to run the operation of such business; there is no intention to short change the state, rather the decision that was made is for the best interest of the state, the best interest of Deltans, the best interest of the finances of the state and above all, the best interest of the lives of everyone irrespective of where they come from who will take advantage of this transport service to move to and fro their different destinations; in a nutshell, these are objectives behind the decisions in respect of divesting part of state government's equity holding in Delta Line."

He continued, "the insinuation that Delta State government has sold Delta Line is false for what was done, was to divest some of government's equity with a view to bringing-in private hands to efficiently pilot the affairs of the cooperation and are looking at 60-40 equity holding as against 70-30 that was reported in some quarters; this is to ensure that the company comes in, reposition the Delta Line and put it on the path of profitability and when that is done, we can talk about liquidating the debt burden that at the moment has been the bain of the company."

"The state government is mindful of the need to have a transportation company that is efficient, effective and able to deliver to our people and to have vehicles that can take them to places they desire to go at the most reasonable costs and at the same time the image of the state will remain intact at that high standard".

Aniagwu stressed that the state government believe that over the years the Delta Line that was set up with very good intentions have not been able to live up to its expectations, both in terms of delivering on its obligation to the staff of the cooperation and also obligation to the state government who have put in enormous amount of funds in ensuring that the entity run as a viable transport company. Flanked by media aides to Governor Ifeanyi Okowa Mr Aniagwu said,

. "In the last two years government have taken pain to study the cooperation and how it is being run with a view to properly repositioning it and in the course of that study, it was discovered that it is practically impossible for government to effectively run it in such a way that it brings about efficiency that is desired and at the same time guarantee profitability; having done that review on the processes that run the operations of the company, we felt it was necessary for us to take a second look and in taking that second look, it became obvious that we needed experts and a private sector touch without taking away that aspect of the government's ownership. And what did we do? We first placed adverts sometime in December 2016 in two major newspapers - ThisDay and Vanguard to invite people to be part of this equity holding and after that we felt the need to still extend the deadline to January 2017, and in doing so, we also advertised in the state owned newspaper, The Pointer; after these adverts were closed and the bids closed and we scrutinized the individuals and organization that bided, we found one to be commercially, operationally and financially competent to be able to meet our recommendations on improving the transport sector and also delivering to our people, but, I can tell you that no Memorandum of Understanding has been signed yet but we have made appreciable progress in that direction."

On the NLC bid, Mr Aniagwu explained that the union apart from bidding late didn’t have the proven technical, operational and managerial competence to run such a company, stressing that the state government was interested in ensuring that Delta Line was run by competent hands that would ensure its continuous existence.

He averred that the MOU which would soon be signed provided for the retention of the company’s brand identity and identified competent staff, while ensuring the company was brought back to profitability.

RE: SALE OF DELTA LINE: GOVERNMENT DIVESTS PART OF ITS SHARES, NLC BID IN DOUBT.

...DECISION NECESSARY TO MAKE THE COMPANY VIABLE, BETTER MANAGED AND TO ENHANCE GOOD CORPORATE GOVERNANCE.

Executive Assistant (Communications) to His Excellency the Governor of Delta State, Barrister Fred Latimore Oghenesivbe has debunked news trending on social media that Delta State Government sold Delta Line outrightly to God is Good Motors.

The EA Communications in a statement issued in Asaba said government is making solid plans to divest part of its shares in the transport company to pave the way for joint ownership with the highest bidder, adding that the divestment of shares became necessary to make the company viable and better managed by tested and trusted stakeholders in the transportation sector.

"The state government is not comfortable with the poor financial status of Delta Line despite the huge investments in billions of Naira pumped into it in the past; a development so frightening due to inability of the company management to pay staff salaries and maintain its fleet talkless of making profit for government.

"Similar transport companies in the state and elsewhere managed by private investors are doing very well, declaring huge profits year after year while Delta Line continue to degenerate; and all efforts put in place to make the company viable proved abortive hence government decided to divest part of its shares and partner with professional managers in the transport sector to manage Delta Line efficiently and profitably.

"The huge leakage of funds became unbearable which led to the sack of various key management staff of the transport company and strict checks and balances were introduced. These measures could not also solve the problems as rogue elements within the system quickly deviced new unscrupolous methods of stealing money.

"The comapny was unable to save money to pay backlog of salaries and entitlements and therefore could not function effectively and efficiently without partial funding by government."

On the allegation that the Delta State Chapter of the Nigerian Labour Congress (NLC) offered N2 billion in its bid but government decided to sell its shares to God is Good Motors, Oghenesivbe explanined that there is no concrete evidence that NLC presented financial statements showing capacity to pay for the shares, adding that it is hazy as to NLC strict compliance with the bid.

On the unconfirmed rumour that some members of Delta State Chapter of the All Progressives Congress (APC) are planning to stage protest to force government to reverse its decision to stop the divestment process, Oghenesivbe said the decision subsists and cannot be put on hold or jettisoned for any reason whatsoever, adding that the divestment is a well thought out strategy to revive Delta line, manage it efficiently, imbibe good corporate governance and make profits for government and other shareholders.

"APC Delta is completely out of the political radar in the state hence its leaders and docile handful of members want to busy themselves with a matter that was well deliberated upon and proper decisions taken for the interest of the state and Deltans.

"APC should concentrate on how to manage its three years old internal crisis rather than meddle with issues of good governance alien to the party's (APC) mediocre leaders and their overzealous followers in Delta State.

"The co-shareholders saddled with the responsibility of managing Delta Line shall retain the work force after critical staff audit and competence evaluation exercise expected to weed out ghost workers and redundant human elements in the now unprofitable transport company.

"There is nothing to worry about because the name and corporate colours of Delta Line shall be retained, operational routes and scope of daily commercial and administrative activities sustained and modified except for strategic restructuring as may be effected by the new managers for the purposes of good corporate governance and viability," the statement added.

Photo: 2004 Magazine cover where Ojukwu said 'I support Biafra' surfaces online

For the past 24-hours, elder statesman, Chukwuemeka Odumegwu Ojukwu has been a trending topic on Nigerian social media.

Ojukwu was mentioned in President Muhammadu Buhari's speech yesterday when he said, 'In 2003 after I joined partisan politics, the late Chief Emeka Ojukwu came and stayed as my guest in my hometown Daura. Over two days we discussed in great depth till late into the night and analyzed the problems of Nigeria. We both came to the conclusion that the country must remain one and united'.

A lot of Nigerians however didn't believe this paragraph from the president's speech and unfortunately, Ojukwu who led the Southeast as Biafra in a failed secessionist bid that caused a two-and-half-year civil war in the country between July 1967 and January 1970 died in 2011.

Now, a magazine cover of his 2004 interview with NEWSWATCH where he said, 'I support Biafra' has surfaced online bringing a new perspective to the discussion.

Photo: Lagos police arrest Baale, three others for killing, hiding body of policeman for nine months

The Lagos state police command has arrested the Baale of Oshoroko Village in Ibeju-Lekki area of the state, Olusegun Oyeri, and three others identified as Aroki Badiru, Nasiru Isiaka and Akeem Balogun. for allegedly masterminding the death of a police inspector, Musa Sunday, and hiding his body for nine months.

According to reports, the deceased had gone to the area to answer to a distress call on November 29th last year. He never returned to the police station, prompting his colleagues to go in search of him. After many months of fruitless search and investigation, a member of the community confessed to the police that the inspector was killed and that they were made to swear an oath of secrecy by the Baale never to reveal what happened to him.

The community resident then took the police to the Ibeju-Lekki water-front where the deceased was buried. Police officers dug the grave and exhumed the remains of the deceased and his AK47 rifle. The community leader was arrested and when interrogated, denied any wrong doing. He claimed the crime was perpetrated by one of the chiefs.

The Lagos state Commissioner of Police, Fatai Owoseni, who confirmed the arrests, said
“Inspector Musa Sunday disappeared from a crime scene in Ibeju-Lekki when he was, alongside other officers, deployed to that axis from Ibeju-Lekki Free Trade Zone. In the course of patrol, they were alerted by the community of a communal fight between two families over land issues. Dutifully, they joined the informant but on getting there, one of the community callously turned against the patrol team and at the end of the fight, the team returned without Sunday. The next day, I went there and met the traditional rulers and elders of the community to appeal to them to release the inspector if they have him in their custody. They denied seeing him. We put together a team of policemen with technical support from the Inspector General of Police Intelligence Response Team (IRT) led by DSP Philips and they sustained investigations. Based on intelligence, nine months later, his decomposed body was found buried along the waterway with his service AK47. We swung into action and arrested the Baale of the community and three others. The law does not respect anyone and we use this to send a message to criminals pretending to be custodians of our culture. During investigation, we gathered that the Baale led the community in swearing an oath of secrecy to cover the crime and also refused to produce his two sons that were responsible for the killing.”

The Baale and the others would be arraigned in court soon.
