No Ban On Recruitment By Ministries, MDAs – Head Of Service

The Head of the Civil Service of the Federation (HoS), Danladi Kifasis says the Federal Government has not placed any ban on recruitment by the Ministries, Departments and Agencies (MDAs), as widely reported in the media. However, FG has sanctioned stringent guidelines on new intakes into the civil service.

Kifasi made this known in a statement signed by the Assistant Director (Media Relations), Mohammed Manga on Monday.

According to him, all MDAs were only directed to adhere strictly to due process as is stipulated in Part iv Section 8 of the Public Service Guidelines for Appointments, Promotions and Discipline when conducting any recruitment or promotion exercises into the Federal Public Service. He explained that the process provides that all MDAs should forward their declarations to the Establishment and Management office (now Organizational Design and Development Department) in the Office of the Head of the Civil Service of the Federation. The office is responsible for Manpower Planning and Manpower Budgeting and will pass the declarations to the Federal Civil Service Commission.

Kifasi noted that the FG gave the directive due to the need for MDAs to be checked in the way they recruit without recourse to available resources in the budget. This, he said, has caused serious shortfalls in annual budget provisions for personnel cost.

One of the MDAs currently running a recruitment exercise is the Nigerian Immigration Service (NIS), an agency whose 2014 recruitment exercise led to the death of 18 applicants who died in a stampede at different examination centres.

“Nigerian graduates interested in the NIS job should take advantage of the new recruitment exercise because the NIS would ensure that the new recruitment is fair and credible,” NIS Comptroller-General, David Paradang said recently, when the Africa Youth Patriotic and Development Mission visited him.
