Breaking News: President Jonathan Signs Same s*x Marriage Prohibition Bill into Law

nigeria31n-1-web-600x462

In spite of protests from some countries, groups and activists President Goodluck Jonathan has signed into law the Bill which outlaws same s*x marriage.

The assent to the bill was devoid of fanfare to reduce diplomatic tension, which it may likely attract.

Some foreign embassies were shocked by the development leading to ‘curious’ inquiries from the Federal Government. Despite the inquiries, the Federal Government said there was no going back.

The signed bill says the gays, lesbians in Nigeria will risk a 14-year jail term if they do not retrace their steps and renounce such marriage.

Also, any person who operates or participates in gay clubs, societies and organizations directly or indirectly will earn 10-year imprisonment. Those who administer witness, abet or aid the solemnisation of a same s*x marriage are going to bag 10-year jail term.

The Senate previously passed the bill in November 2011. Lawmakers in Nigeria’s house of representatives affirmed the decision by the Senate on May 29, 2013.
The President assented to the Act last week, on January 7, 2014, but the details on this action have just leaked the web.

“I certify that this Bill has been carefully compared by me with the decision reached by the National Assembly and found by me to be true and correct decision of the Houses and is in accordance with the provisions of the Acts Authentication Act Cap. A2, Laws of the Federation of Nigeria, 2004. I assent,” The assent note read.

“The President has signed the Same s*x Marriage (Prohibition) Bill into law. This has foreclosed any pressure on President Jonathan not to assent to the bill.

“We received inquiries from some foreign embassies on why the bill was signed into law. But we told them that our cultural values do not tolerate same s*x marriage.

“Also, we made it clear that since most Nigerians were opposed to the bill, the parliament acted in line with the wish of the majority. We are in a democratic setting, the President has no choice than to bow to the wish of the people.

“These embassies were shocked but there is no going back. We hope they will also abide by the decision of Nigerians,” a source close the President revealed.

According to some abstracts, obtained by The Nation, the Act reads:

“A marriage contract or civil union entered into between persons of same s*x: (a) is prohibited in Nigeria; and (b) shall not be recognized as entitled to the benefits of a valid marriage.

The Act also stipulates the volume of the sanctions awaiting the violators of the new law.

“A person who enters into a same s*x marriage contract or civil union commits an offence and is liable on conviction to a term of 14 years imprisonment.

“A person who registers, operates or participates in gay clubs, societies and organizations directly or indirectly makes public show of dame s*x amorous relationship in Nigeria commits an offence and is liable on conviction to a term of 10 years imprisonment.

“A person or group of persons who administers, witnesses, abets or aids the solemnization of a same s*x marriage or civil union of supports the registration, operation and sustenance of gay clubs, societies, organizations, processions or meetings in Nigeria commits an offence and is liable on conviction to a term of 10 years imprisonment.

“The High Court of a State or of the Federal Capital Territory shall have jurisdiction to entertain matters raiding from the breach of the provisions of this Act.”

Boko Haram Trying To Wipe Out Christianity From Borno – Lawmaker

Borno-attack

A group of terrorists yesterday launched a fresh attack on Sabon Gari village in Borno State, killing eight persons and inflicting severe injuries on others.

It was gathered that the gunmen stormed the village in the night and opened fire on residents before they fled without being arrested.

This came just four days after gunmen suspected to be members of the outlawed Boko Haram sect burnt down a church and the country home of a serving member of the House of Representatives, Hon. Peter Biye, in Gwoza town in the state.

Biye was quoted to have accused the Islamist sect of a conceited effort to wipe out Christianity from the state.

He alleged that since the beginning of the endless Boko Haram attacks, about 200 churches have been razed down completely, leaving only about eight churches in the whole of Gwoza council, which is a Christian-dominated area.

On January 8 this year, it was reported that eight gunmen stormed the lawmaker’s village which is a Christian-dominated community at about 8p.m., carting away about 70 domestic animals before setting the buildings ablaze.

A consignment of sorghum, which was meant for distribution to people of the community was also said to have been burnt at Biye’s house.

They also burnt 30,000 pieces of exercise books, 30,000 packets of pen, sewing machines, generating pump machines, 30,000 packets of chalk, among others which he bought at the cost over N38 million for distribution to schools and people in his constituency.

The lawmaker, who is the only Christian House member from Borno State, lamented that since he was elected by the people of his constituency, there had been daily attacks targeted at Christian communities in Gwoza, Chibok and Damboa Local Government Areas, a situation that forced him to have no option than to stop visiting his people, including his family members for the past two years.

Biye, who said no life was lost in the house, however, expressed disappointment over what he described as the “non-challant attitude” of security operatives to secure his constituency which is one of the worst hit by Boko Haram crisis.

He revealed that prior to the attack on his house by the insurgents last week, he had earlier alerted the security authorities that there was a purported plan by terrorists to attack his village, but all plea to the security authorities to deploy its men to the area felt on deaf ears.

“What is happening in my constituency is very unfortunate, people are being killed by terrorists on daily basis, churches are being burnt, and if people like my Honourable self, who is also a member House Committee on Army will alert military authorities that based on intelligent report my village will be under attack by terrorists, and nothing was done to secure the area, then it is unfortunate, because an ordinary citizen of this country, especially those from volatile areas are no longer safe or protected by our security outfit,” he said.

“As I am talking to you now, I have spent over two years without going to see my people because I am no longer safe, all my projects which was aimed at alleviating the economic hardship of my people have been destroyed’ there was a time I sent my contractors to construct a health centre in Gwoza town, when they dug the foundation, a day after, some Boko Haram elements went and buried everything,” he lamented.

APC, PDP Supporters Clash In Sokoto Leaves Many Injured, Party Offices Torched

APC-vs-PDP
There was pandemonium on Sunday in Sokoto in Dendima area of the state following a free-for-all between supporters of All Progressives Congress (APC) and Peoples Democratic Party (PDP).

The supporters of the two parties freely used dangerous weapons on each other even as both parties’ offices were set ablaze in the ensuing melee, leaving many people injured.

The ugly incident which took place on Sunday morning, was, however, brought under control following the intervention of the Nigerian Army and police.

The Sokoto State police spokesperson, El-Mustapha Sani, a Deputy Superintendent of Police, who confirmed the incident, said the command would get detailed information and brief journalists on the incident today (Monday).

He, however, confirmed that a number of arrests had been made in connection with the incident.

The clash might not be unconnected with the perceived polarization of the state government as a result of the governor, Aliyu Wamakko’s defection to APC, with his deputy, Mukhtari Shagari opting to remain in the PDP.

Rivers Shooting: Senator Abe in Critical Condition, Flown to UK for Treatment

Senator Magnus Abe who was shot twice in the chest and leg with a rubber bullet by some men of the River State Police command, which knocked him off his feet and has rendered him speechless and in severe shock, his doctor said.

Doctors were battling all yesterday to save Senator Magnus Ngei Abe, who was shot at a rally in Port Harcourt, the Rivers State capital. He was flown to London, United Kingdom, last night after the doctors stabilised him.

According to witnesses, Abe, who is the Chairman of the Senate Committee on Petroleum (Down Stream) was attacked at the Rivers State College of Arts and Science, venue of the rally organised by Save Rivers Movement, SRM, a group loyal believed be loyal to the Rivers State Governor, Hon. Rotimi Amaechi.
While the Rivers State police command claimed that the group did not apply for permit to hold the rally and that its men acted within its purview to disperse the group members, P.M.NEWS is in possession of a letter submitted to the Command by the group.

Magnus Abe, the former Secretary to the State Government, was said to have gone to the. College of Arts and Science off, Rumuola road,Port Harcourt, see to final arrangements for the rally which was another in a series of others billed for the 23 local Government areas of the state. The Men of the Rivers Police Command had arrived the venue as early as 7 a.m and taken strategic positions around the rally venue and blocked the ever busy dualized Rumuola road refusing access to the venue.

The Senator was said to have been hit twice in the chest and leg by some rubber bullets fired by some trigger-happy police men, who confronted the lawmaker as he was about to enter the venue of the rally.
The Chief of Staff to the Rivers State Governor, Tony Okocha was said to have been lucky to escape by the whiskers. One report said he was shot in the leg.

The Senator was rushed immediately to a private hospital, Krisany Medical Services, located at the Agudama area of Port Harcourt, where he was attended to by a team of medical personnel, headed by Dr. Mackay Anyanwu.

Dr. Anyanwu, who spoke on the Senator’s state, explained that the Senator was suffering from severe blood shock.

Dr. Mackay explains; ‘’The patient( Abe) was brought in a state of a shock, as evidenced by low blood pressure. He was restless and he couldn’t communicate or reason coherently.’’
‘’ As a first aid, we treated him for traumatic shock, because the implication of his state was that there was severe blood trauma and the amount of layers affected could not be detected immediately. This can only be done through the hemorrhoid tests.’’

Dr Anyanwu continues; ‘’We have administered Oxygen treatment on him for resuscitation and primary medication, but we also detected severe internal bleeding and high level haemorrhaging in him. Another bad news is that we also detected that the affected side is showing severe swelling, which led me to the conclusion that he must have been hit by a high caliber weapon and my fears were confirmed when I was told that he was shot with a rubber bullet.’

Before the shooting of the loyalists of the Governor, the Police had dismantled the canopies mounted at the venue with the excuse that the organizers never applied and got permit from the Police.
’The Rivers State Police Public Relations Officer, PPRO, Ahmad Muhammad, blamed the incident on the political group for not applying for permit to hold the Sunday rally.

He added that the crowd had to be dispersed for this reason.
‘’They have not applied for Police Permit to hold a rally, so the police had to disperse them. They were telling lies about the application, they said they made’’ he said.

He denied that police shot the senator.”We didn’t fire a single shot at anybody”.
The Chairman of the Save Rivers Movement, Aholu Okechukwu, made available to journalists copies of the Application for permit to hold the rally written to the State Police on January 7, 2014.
The letter received by an officer on behalf of the state Police Command on same day, was signed by one, Charles Aholu and titled’’ Request for Police Safety’’.

“In a swift reaction to the incident, the Supreme Council of Ogoni Traditional Rulers, through its Chairman, His Royal Highness, Mene Swanu Baridan, condemned the police attack on one of its illustrious sons and warned the leadership of the country on the life and safety of the Senator.
“We condemn in its entirety, the attack on Senator Abe. It is unnecessary and uncalled for. We hereby warn the President over the safety of our son, the Senator’’.

The rigger-happy policemen, had cordoned off the entire areas bordering the Rumuola venue of the rally and even moved three kilometers away to the centre of the city.

Our correspondent and other Journalists were stopped by Policemen marching towards other areas of the city. The heavily-armed policemen, who were chanting war songs as if there was war, fired canisters of tear gas into the midst of passers-by, mostly residents coming from churches and places of worship. The shooting caused a stampede with many suffering various degrees of injuries.

Unconfirmed reports said two children who were sleeping in the neighbourhood and who may have inhaled teagas shot into their rooms may have been suffocated to death. The APC in an earlier statement claimed that five children were killed by the police.

Ike Chinwo, former member representing the Obio Akpor federal constituency, where Nyesom Wike, the supervising Minister of Education hails from was arrested by the Police.
In a swift reaction, the state chapter of All Progressive Congress,APC,said it was shocked and shattered by the news of the unwarranted shooting this morning, of Senator Magnus Abe, the Senator representing Rivers South East zone and Chairman of the Senate Committee on Petroleum (Downstream), and Chief Tony Okocha, the Chief of Staff to Governor Chibuike Rotimi Amaechi and the killing of five children of Rivers State extraction by men of the Nigeria Police.

In a statement by the Interim State Chairman, Dr. Davies Ibiamu Ikanya, the party condemned what he called “premeditated murder of our five children and attempted murder of two prominent and innocent Rivers citizens by the State Police Command, which seems happy to transform into an army of occupation instead of discharging its constitutional role of safeguarding lives and property. This is a declaration of war on Rivers State and its people”.

APC said it holds the State Police Commissioner, CP Joseph Mbu, responsible for the deaths of five innocent kids that maybe our future political leaders by these agents of darkness and the attempted murder on Senator Abe and Chief Okocha since the shooting was carried out by a team of regular police and Mobile policemen from MOPOL 19 on the orders of CP Mbu.

Boko Haram Attacks Could Spread, US Warns

boko-haram-leader-by-african-herald-express2-300x192

Boko Haram emir Abubakar Shekau makes his first major video appearance
Nigeria’s Islamic uprising may expand out of the north to other parts of Nigeria, a United States travel advisory has warned.

The group has therefore counselled against travel to 16 of the nation’s 36 states, saying Americans have suffered violent crimes from kidnappings and r*pe to home invasions.

According to the advisory, nine foreign nationals including Americans died last year in kidnappings in South-west Nigeria, three of them killed by their captors during military-led rescue raids.

The advisory posted on the US State Department website on January 8, informing its citizens to expect little help from law enforcement agencies known for harassing and shaking down foreigners and Nigerians at checkpoints.

The advisory said further that US missionaries in northern Nigeria have received “night letters” — covertly distributed specifically written about threats to their safety.

Pointing to possible targets of extremists, it says US citizens should be particularly vigilant around government security facilities; churches, mosques, and other places of worship; locations where large crowds gather such as hotels, clubs, beer parlours, restaurants, markets and shopping malls; and all other areas frequented by expatriates and foreign travellers.

Boko Haram has been responsible for thousands of deaths in a four-year-old uprising in North-east Nigeria, as the group seeks an Islamic state. The insurgency continues and deaths are still recorded often, despite an eight-month-long state of emergency that deployed thousands of troops to Adamawa, Borno and Yobe States.

“Late 2013 saw an increase in Boko Haram attacks and clashes with Nigerian government security forces in northern Nigeria,” the travel advisory says.

“Boko Haram is known to descend on whole towns, robbing banks and businesses, attacking police and military installations, and setting fire to private homes,” it says.

It therefore warns: “US citizens should be aware that extremists could expand their operations beyond northern Nigeria to other areas of the country.”

Boko Haram already operates in neighbouring Chad, from which it kidnapped a French priest who was released earlier this month, and militants from Chad, Niger and Cameroun have been reported fighting alongside Boko Haram in Nigeria, raising fears the rebellion could also spread beyond Nigeria’s borders.

The United States also advises against all but essential travel to all 13 northern and central-northern Nigerian states as well as Plateau State, for years the site of deadly ethnic-religious clashes, and the oil-rich southwestern states of Delta and Bayelsa, where piracy is on the rise and militancy by activists demanding a bigger share of oil riches from a government embroiled in numerous corruption scandals.

“Criminals or militants have abducted foreign nationals, including US citizens, from offshore and land-based oil facilities, residential compounds, and public roadways.”
It added that international companies and local authorities assert that the number of kidnapping incidents throughout Nigeria is underreported.

And home invasions “remain a serious threat,” with armed robbers getting into even heavily guarded compounds.

“Violent crimes occur throughout the country,” the advisory stated. “US citizen visitors and residents have experienced armed muggings, assaults, burglaries, armed robberies, car-jackings, r*pes, kidnappings, and extortion,” it added. [TD]

PDP, dead in Jonathan’s home state –APC chairman

Richard Kpodo
In this interview with SIMON UTEBOR, the Interim Chairman, All Progressives Congress, Bayelsa State chapter, Chief Richard Kpodo, says APC is the party to beat in President Goodluck Jonathan’s home state.

Is it true that the APC now has a presence in Bayelsa State?

Yes, the eagle has just landed in Bayelsa State. APC has landed and it is the eagle in Bayelsa State. We have opened our office. I donated my office in Tombia, a very strategic location in the state. There you can have access to Amassoma, Otuoke, Ogbia and Yenagoa. If the national body comes in now, the next thing they will do is to mobilize and put the state in motion.

What can you say are the chances of the party; considering the intimidating presence of the PDP?

Democracy is a game of numbers. No amount of intimidation can give you the right candidate. They have been intimidating us from the days of the New PDP. We know how they used the police to chase us out of Bayelsa State; we know how the government put on us on a watch list. I know I am one of the people they want to kill because the day we declared for the New PDP, the state government put me on the watch list. The next thing, the police declared me wanted. I just believe that the police are the militant wing of the PDP. So, we believe that intimidation is there. But can we run away because of this intimidation? Can we avoid to say the truth? Can we because of intimidation, fail to vote for the person we know can deliver? No, we will continue to forge on.

Have you received any defector from the PDP so far?

When you talk of defectors, we are defectors to start with. We defected from the PDP to the New PDP. So, there are defectors already. In government today, we still have defectors that are coming. The defectors will come in good time. But first of all, we have paved the way for them. They are there. We know they are there. We have discussed and we are still discussing; we are having good rapport. We believe that when the time comes, when they (PDP) look back, they will not find anybody following them.

How do you intend to manage the ambition of your supporters from the three legacy parties – ACN, ANPP and the CPC?

The truth is that when a new baby is born like a political party such as the APC, there is bound to be misunderstanding. But at the end of the day, if you have the mind to unite and develop, definitely, we will disagree to agree. But for now, when I came in as the interim chairman from the New PDP to APC, we found out that there is nothing happening, no office, nothing. We now decided to get an office – a place we can sit down and discuss. As I speak to you, members of the (defunct) ACN are holding their meeting now. Next time, those of the ANPP will hold their meeting there. I am a grassroots politician and they know it. The only problem is this man they call Miriki. Miriki is the one causing confusion, trying to tell people that the national headquarters has not yet inaugurated the state chapter of the APC. We cannot wait for national body to put our house in order.

There appears to be confusion in APC in Bayelsa… (cuts in)

That is why we say Miriki is causing problems. This man as of today is the SSA on Inter-Party Relations to the PDP government in Bayelsa State. He is receiving salaries; how do you think he can go against that government that is paying him? If he is coming to the APC to do anything, let him first of all resign his appointment and come in for us to know he is a member of the APC. This is what they did with the ACN. I was in the PDP; they were given money, they were being paid, that was why the ACN could not win a single councillorship seat in Bayelsa. This is because they sold out. Today, we are from the PDP, we know the system – we know how they manipulate things. So, when we are fighting and somebody like Miriki is talking, it irritates us.

All we are saying is that the time has come for a change. Anybody we are putting in a position of authority must be people who are credible. If we want to register, we will register from the grassroots. We will get our genuine members. It is not just by documentation. That is what we have started doing. We have got our secretariat members in every ward. As we opened the office, many people have been trooping in to register as members. In Bayelsa State, the PDP is already panicking seriously.

But an official of the PDP said those of you who defected are inconsequential members?

All I can say is that the PDP is drowning. The PDP in the state said APC does not exist in Bayelsa. But today, we have an office. The pictures are there for people to see. Who is fooling who? If the APC is not there, why do we have this befitting office? We will know who is telling lies because activities have started. The APC parades people one can call men of “timber and caliber.”

Don’t you think power sharing among these political heavyweights, will tear the party apart?

Let me tell you, the motto of the APC is unity and progress. We will unite and we will progress. As I always say, tongues and teeth quarrel, still, they live together. Those that are coming into the APC and the old people will sure disagree to agree. By so doing, things will fall in place accordingly. It won’t be that if you are not President or governor today, that will affect the party.

We will agree on a consensus. APC has come to stay, we will only disagree to agree and we will surely triumph at the end.

Why did you leave the PDP?

Some people in the PDP believe they had acquired so much power and money that they cannot listen to other people. They simply became power drunk. They started behaving like people in an animal kingdom. The development gave rise to arrogance and culture of impunity.

As a result of that development, there was an emergence of the New PDP. When that happened, instead of the leadership of the PDP to sit down and harmonise the whole thing, nothing was done because of impunity and arrogance.

Who are those arrogant people you are talking about?

Everybody knows them.

Can you name them?

I insist everybody knows them. That is why you can see that people are asking Bamanga Tukur, the national chairman of the PDP to go. Today, even among them, the governors said Tukur should go. Why are they emphasising on Tukur? They said the man is doing things with impunity. Some of them said they brought him. A lot of things happened. What we are saying is that, we are no more in the PDP. We want to be discussing the APC – how we can take over governance and let Nigerians breathe and live well as a civilised people.

We do not want to occupy our minds with just the PDP issues because, as far as I’m concerned, PDP is a dead party. We do not discuss dead things. Let the dead bury the dead.

What is President Goodluck Jonathan not doing that your party appears desperate to replace him?

Well, for me, I believe that the needed development we expect from him is not there. Like in Bayelsa, can you tell me where one Federal Government presence is? In the Niger Delta, where is the federal presence? Why are we bothering ourselves for God’s sake? It does not matter whether the man is from the Niger Delta or not. What we are saying is that every individual has the right to associate with any group, persons or associations. So, we have our freedom to association.

Do you think Governor Seriake Dickson is working?

Dickson is not performing. He is a man who feels he has got to power through the back door; a man who feels he has the President by his side and that nobody can challenge him. Look at Bayelsa where he superintends today, what do you see? Let me tell you, since 1999, over N2tn accrued to the state. I can provide the evidence. There is nothing to justify that huge amount. As I speak to you today, Bayelsa State is still a slum – no water, no electricity, no road and the people are hungry. There is nothing different from slavery.

Again, Jonathan blasts nation’s elders over provocative statements

President Goodluck Jonathan

President Goodluck Jonathan again on Sunday carpeted some unnamed senior citizens in the country who he said were fond of making provocative statements capable of promoting violence.

He urged the elders to emulate fallen members of the nation’s Armed Forces who he said paid the supreme price to keep the nation together.

Jonathan spoke at an inter-denominational church service organised as part of activities to mark the 2014 Armed Forces Remembrance Day Celebration held at the National Christian Centre, Abuja.

The President said he was more concerned about the statements of the senior citizens because he expected that by virtue of their age, they must have seen enough to convince them that the country’s unity was more important than their personal interests.

He reiterated his position that he would never expect anybody to spill his or her blood because of his (Jonathan’s) political ambition.

He told politicians to be aware that there would be no nation when they promoted violence and killings for political reasons, adding that nobody would come out to vote for them at the poll.

The President said, “Sometimes I get worried  when I listen to provocative statements that come from very senior citizens. People that ordinarily you perceive are very senior citizens. People who are probably 70 or 80 years who have seen it all and who ordinarily should know the unity of this country is more important than the interest of any individual.

“Sometimes they preach hate and even encourage young people to carry arms and kill themselves.

“I have always said it that any ambition I have at any time is not worth the blood of any Nigerian. I will never ever expect a Nigerian to spill a drop of his blood because Goodluck Jonathan must fulfill his ambition.”

On the insecurity in parts of the country, Jonathan said the situation could have degenerated beyond the current level if not for Nigerians’ daily prayers.

Archbishop of Methodist Church, Abuja, Most Rev. Job Oche, in his sermon, urged politicians to give peace a chance.

Oche said inflammatory statements credited to politicians ahead of the 2015 general elections would not do the country any good.

He said unless such statements that cause fear among the citizens were stopped forthwith, Nigerians might had no choice but to stay away from polling units during the election.

He urged them to forgo their political ambition of 2015 for now as tomorrow would take care of itself.

“Politicians should leave 2015 (elections) alone, God knows what he will do with 2015. We agree that  politicians’ ambitions know no father, but God  said we should leave the problem of tomorrow for tomorrow because today’s problems are enough. Stop destroying one another because of ambition,” he said.

N255m car scandal: Presidential panel indicts Oduah

The committee set up by President Goodluck Jonathan to probe the N255m bulletproof car scandal in the aviation ministry has indicted the Minister, Ms. Stella Oduah.

It was gathered  in Abuja on Sunday  that the report of the presidential committee tallied  with some findings of the House of Representatives  Committee  on Aviation on the scandal.

In October, there were reports that with the approval of the minister, the Nigerian Civil Aviation Authority purchased two bulletproof  BMW cars at an allegedly inflated rate of N255m.

The development sparked a countrywide controversy with  many Nigerians and groups  calling  for her sacking.

The House  subsequently mandated its Committee on  Aviation to probe the allegation against the minister.

On  December 19, 2013, the House endorsed the report of its   committee and agreed that the minister breached the 2013 Appropriation Act.

It therefore asked Jonathan to review Oduah’s  appointment for approving expenditure of over N643m for the NCAA  to procure 54 vehicles last year.

The spokesperson   for the House, Mr. Zackary Mohammed, had explained that the lawmakers wanted the minister sacked.

He said, “The word  ‘review’ here means a change in status. It is a mild way of saying that Mr. President should sack the minister.”

A major recommendation of the  Aviation committee, which was adopted, reads, “The House urges the President to review the continued engagement of the Minister of Aviation, Stella Oduah, for having contravened the Appropriation Act, 2013 and the approved, revised thresholds by exceeding the Ministry of Aviation’s approval limit of N100m by the purchase of 54 vehicles valued at N643m.”

Although Jonathan confirmed the receipt of the report of the presidential committee chaired by a former Head of Service of the Federation, Alhaji Sali Bello, he had yet to make a pronouncement on it.

Other members of the presidential panel included the National Security Adviser, Col Sambo Dasuki and Vice-Marshal Dick Iruenabhere.

It was learnt on Sunday that the   panel, like that of  the House, also discovered that the minister’s approval for the cars exceeded the N100m limit.

A top government source, who disclosed this to The PUNCH on Sunday, said   although the committee indicted Oduah , it did not say whether she should be sacked or not.

But sources told The PUNCH  that there was every likelihood of the President using the    cabinet shake -up that would follow the presentation of his ministerial list to the National Assembly to relieve himself of the moral burden of Oduah’s continued presence in his government.

One of the sources   said Jonathan did not take any action on the matter when the issue was raging last year because it was not in his character to be seen as being stampeded into taking any decision.

He said, “Those who know oga knows that he is not the  kind of person that can be stampeded into taking a decision. That was why he remained calm in the face of the public calls for the minister’s sacking  last year.

“As it is now, since he is planning a cabinet shake-up, he may use the opportunity to ease the woman out. After all, during shake-up like the one being planned, he owes no one any explanation. He has the power to hire and fire.”

Another official was more categorical in his claim that Oduah might  not escape the imminent shake-up.

The minister’s  issue, according to him,  came up when the President was preparing his response to an 18-page letter written to him by former President Olusegun Obasanjo.

He said, “The consensus then was that Mr. President could explain all the issues raised in Obasanjo’s letter convincingly except the area that bordered on corruption.

“The observation people made that time was that it would be difficult to claim that the President did not harbour corruption with the continuous stay of Oduah in the cabinet at the time of replying the letter considering the calls by members of the public.”

Efforts to get the Presidency’s position on the presidential committee’s report  did not yield positive result   as the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, did not respond to the calls made to his mobile telephone lines.

Meanwhile,  former governors  Abdulkadir Kure (Niger), Boni Haruna(Adamawa) and an ex- National Security Adviser, Gen. Aliyu Gusau (retd.)  are among  those   whose names may  be sent to the Senate this week by Jonathan for consideration as ministers.

It was learnt that a former Nigerian Ambassador to Ghana, Senator Musiliu Obanikoro, also made the list.

Jonathan had during a meeting with a delegation of the Peoples Democratic Party from the North-West last Thursday given an indication that the list   would be sent to the National Assembly this week.

It was learnt that the inclusion of Kure and Haruna on the list  was  to counter their state governors who were seen to be opposing the President.

Governor Murtala Nyako of Adamawa State is one of the five Peoples Democratic Party governors who recently defected to the All Progressives Congress.

Although Governor Babangida Aliyu of Niger State has yet to formally defect, he is being seen in government circle as just marking time especially since the claim that Jonathan signed a one-term agreement started from him.

Obanikoro,  a former  governorship candidate of the PDP in Lagos State, is also believed to have enough political clout to rally support for the President in the state.

It was gathered that the inclusion of Gusau was meant to  shore up support for the President in the North-West, where many chieftains of the PDP had defected to the APC.

Sanusi’s successor: President considers S’West candidates

Amid intense lobbying by candidates hoping to succeed the incumbent Governor of the Central Bank of Nigeria, Mr. Lamido Sanusi, indications have emerged that President Goodluck Jonathan is looking towards the South-West for the plum job.

Sanusi’s five-year single term tenure expires in June and he has consistently said he will not seek a second term in office.

Among those reportedly vying for the position of the CBN governor are the Managing Director, Access Bank Plc, Mr. Aigboje Aig-Imoukhuede; Managing Director, First Bank of Nigeria Limited, Mr. Bisi Onasanya; and Managing Director, Asset Management Corporation of Nigeria, Mr. Mustapha Chike-Obi.

Others are the four Deputy Governors, Mr. Tunde Lemo (Operations); Dr. Kingsley Moghalu (Financial System Stability); Dr. Sarah Alade (Economic Policy); and Alhaji Suleiman Barau (Corporate Services Directorate); as well as the Minister of Industry, Trade and Investment, Mr. Olusegun Aganga; and the Minister of State for Finance, Dr. Yerima Ngama.

Out of the lot, Onasanya, Alade and Lemo are from the South-West region, while Aganga is representing Lagos State in the federal cabinet, though originally from Edo State in the South-South region.

A source told one of our correspondents in Abuja on Sunday that although the President had not picked any candidate for the post, he was keen on fulfilling a promise he made to some Yoruba leaders a few months ago.

The South-West leaders had during a visit to the President complained about the alleged marginalisation of the zone, especially in the area of political appointments under Jonathan’s administration.

The source said the President promised to reserve some key political appointments for the region in order to redress the perceived imbalance against the South-West in political appointments by the administration.

The Yoruba are disenchanted with the loss of the position of the Speaker of the House of Representatives to the North-West, among others.

It was learnt that the recurring complaints of the region were responsible for the long delay in the appointment of a substantive Minister of Defence, which saw a former Deputy Governor of Osun State, Mrs. Olusola Obada, as the acting minister for two years after the then substantive minister, Haliru Mohammed, was fired by the President.

The source also said those claiming that the President was planning to give the job of the CBN governor to somebody from the South-South were wrong.

The source said that it would amount to an error of judgment for the President to give the positions of the Executive Chairman of the Federal Inland Revenue Service and the CBN governor to the same zone.

The President had last year forwarded the name of Mfon Akpan to the Senate for confirmation as the FIRS chairman.

The source explained further that the CBN job could only go to another zone if serious changes were made in the cabinet of the President.

Meanwhile, analysts have called on Jonathan to quickly name a successor to Sanusi because speculations surrounding   his replacement may have negative impact on the economy.

They advised the President to appoint an economist rather than a core banker as Sanusi’s successor, noting that the country needed a CBN governor who would focus more on economic rather than banking issues.

Speaking in a telephone interview with one of our correspondents, the Head, Research and Strategy, BGL Plc, Mr. Femi Ademola, said, “Most of the appointees that we have had in the past as the CBN governor have always focussed on banking regulation rather than the economy.

“But the governor of the CBN goes beyond regulating the banks because we even feel the banks have been stabilised. So, there is no need to focus much on the banking sector.

“Rather, we need a governor that will start focusing on the economy and to bring out policies that will help to create jobs and revive key sectors of the economy such as agriculture and manufacturing.”

Also speaking, the Registrar, Chartered Institute of Finance and Control of Nigeria, Mr. Godwin Eohoi, said the task before Sanusi’s successor would be how to reduce interest rates and bank charges, as well as ensure exchange rate stability and boost reserves.

He said despite the successes recorded in the reform of the banking sector under Sanusi, much work still needed to be done.

Investigations revealed on Sunday night that some of the candidates being speculated to become the next CBN governor had begun to lobby friends and close aides to the President to aid their emergence as the preferred candidate.

A senior government official, who spoke with one of our correspondents on the condition of anonymity, said since last week when Sanusi reportedly fell out of favour with the President, a lot of politicking had been going on among the contenders for the office.

The source said, “You know that the appointment of the CBN governor is a political rather than a technical decision and remember that we are in a pre-election year where a lot of politicking is going on.

“Within the last one month, a lot of names have been brandished and I can tell you that some of those people have started serious campaigns and lobbying.

“But, again, there are feelers that whoever will become the CBN governor will have to be someone that is a friend of the President because I am sure that unlike Sanusi, the Presidency will not want to appoint anyone that will not be loyal to Jonathan.”

“Why I Converted To Islam’ – Former Nollywood Actress Speaks Out

Actress Vivian Metchie

Nollywood actress Vivian Metchie, who has recently divorced, says she recently adopted the Islamic faith because she found the Christian faith too confusing.

Commenting on her choice to Yes! magazine, Ms Metchie said it was a personal decision she had to take.

“Yeah it is personal. I understand the Koran more than the bible. All of a sudden, the Christian confusion was driving me nuts. My dad was catholic, my mum was Deeper Life, I married someone in the Redeemed Church and then all of a sudden, the few religions had something bad to say about each other. I just couldn’t take it anymore. A friend of mine who is close to me said that once you are grounded on the word, it wont be confusing. Unfortunately, maybe I wasn’t grounded in the word, but I still could see what I see. But in my quest and study and research, I don’t know: I was probably looking for peace. Yeah! That was what I was looking for and I found it in the Koran.”

Vivian, the mother of 4, who has adopted Fareedah as her muslim name, explains that her decision was well received and respected by her dad who has since stopped calling her by her native name and now calls her Fareedah.

ACF Calls For Restraint Over Obasanjo, Jonathan Face-Off

obj-jona-faceoff

The pan-northern socio-political organization, Arewa Consultative Forum (ACF), has called for restraint over recent exchange of correspondences between President Goodluck Jonathan and former President Olusegun Obasanjo.

ACF National Publicity Secretary, Anthony Sani, who made the group’s position known in Kaduna, said that Nigerians must be careful in the way they interpret the letters.

“I have read both former president Obasanjo’s letter and the reply by President Jonathan, and I wish to say that in as much as I would prefer that such exchanges between former and sitting presidents be confidential in view of their places in the order of things in Nigeria, I would say the genie is out of the bottle. In which case, the reply is in order in the spirit of fair hearing.

“What remains now is for Nigerians to be dispassionate in their discussion of the correspondences with a sense of decorum and patriotism with a view to passing informed and fair judgment in the larger interest of Nigeria.

“Perhaps, if the presidency  had gotten used to explaining issues of national importance raised by concerned citizens and public spirited organizations, such approach would go a long way towards promoting our democracy and good governance”, the ACF scribe said.

May God grant her the strength & wisdom to carryout the duties attached to her new position to the glory of God & enhancement of Deltans. Amen

Uduaghan swears in 25 new Perm Secs, harps on commitment

Gov. Emmanuel Uduaghan of Delta has called on permanent secretaries in the state to be committed to their duties, ensure transparency and have fear of God in the course of service.

Uduaghan gave the advice while swearing-in 25 new permanent secretaries on Monday in Asaba.

He said the appointments were necessitated by available vacancies in the state’s civil service, adding that the selection was based on merit.

Uduaghan said that the position of permanent secretary was a career and political one, adding that it was meant for civil servants who distinguished themselves in service.

He said some of them, especially those in the education sector, would be deployed to zones, to help government achieve success in its educational policies.

“We have many permanent secretaries retiring from service, but we take our time in appointing new ones because the position is not a retirement gift.

“We have given out these appointments to enable us to achieve our agenda of “Delta Beyond Oil”. In doing this, we need a strong civil service like what exists in Singapore.

“It’s only a strong civil service that has the power to build a state without oil.”

Uduaghan appealed to the appointees and commissioners in the state to ensure peace in their various ministries, and work in harmony in the interest of the state.

The governor congratulated the appointees, including Mrs Edit Okowa, wife to Sen. Ifeanyi Okowa, representing Delta North in the senate, saying that she had outstanding performance as a teacher.

Responding on behalf of the appointees, Mr Nduka Okonkwo, thanked the governor for the appointment, pledging their commitment to realising the goals of the administration.

The News Agency of Nigeria reports that 10 of the 25 new permanent secretaries are women, with the education sector having the highest number...

Must Read: Open Letter To Nollywood

Nollywood

I came across this article online and decided to share it with you my esteem readers.

It’s an open letter by an unknown individual, directly aimed mainly to Nollywood movie directors, producers and even the actors and actresses.

Read it below and tell me what you think: -

The Nigerian movie industry, Nollywood, is trying but they are making some mistakes that are very glaring even to a child. They should understand that what is worth doing is worth doing well. I know they are hustling like every other Nigerian, but they should also understand that they are also representing our country. These mistakes can be avoided if a very creative director directs most of these movies.

These are:

1. We are tired of seeing spirits wear wrist watches and chains. For goodness sake, this is the spirit world you are trying portray, why are you guys still backward in movie directing? We should know that little things counts. Spirits should also stop rubbing powder on their faces and stop wearing cele overalls.

2. Please, if you guys intend to subtitle your movies, please subtitle it with good English and try to edit them if possible. We are tired of seeing sentences like “where did you carry all these pregnant?” For pete’s sake, if you can’t edit your movies, call people to edit them for you.

3. We are tired of seeing 30+ men and women acting secondary school children. If my classmates were that sexy in secondary school, I know my teachers would have slept them all. Moreso, please make it obvious that parents are older than their kids in your movies. How will clem Ohameze be the father of Jim Iyke… Ahan, in real life clem should not be older than Jim with not more than 10years.

4. Please and Please, our witches do not behave like imbeciles. How will a witch grow long fingers and very bad dentition in the midnight and the morning the same witch has the sweetest smile on earth. Don’t make it look all girls with bad dentition are witches.

5. These days all your movies are Royal this… Royal that. Last week, my sister bought 6 Nollywood movies, Royal love, tears on the throne, igwe must hear this, etc. 70% of Nollywood movies are about royal stuffs, WTH. I know Nigerians don’t even give a f**k about royalties. So why act it as if its our major problem.

6. We need creative directors in our movies. How will a thief drop his ID card in a robbery site in real life? Why will an actor wear double clothes because he is going to use the inner clothe for the next scene, please reason these things directors. Movies should not be about love alone but other fantastic stories. Oduah’s case is there, write and act good movies please.

7. Sometimes, I don’t know what some casts are doing in a movie. They are neither a part of the cause, part of the solution nor a waka-pass. They are just there doing “uhummm”, “mtcheewwww”, “nonsense”, “**clapping their hands**”. There are some scenes that are unnecessary too, why will a scene be just: tonto dike bathing, someone mistakenly see the igwe and run, etc. Very unnecessary.

PS: We know you don’t have enough money to produce and direct the kind of movies in Hollywood but you can as well use the little you have and with talented actors to produce a decent movie.

From Concerned Nigerian

I won’t comment on Jonathan’s reply – Obasanjo

Former President Olusegun Obasanjo

Former  President Olusegun Obasanjo   on Monday said he would not  reply President Goodluck Jonathan’s December  20 letter  accusing him of threatening national security.

Obasanjo, who addressed a news conference  through his media aide, Tunde Oladunjoye,at his Hilltop Mansion in Abeokuta, Ogun State, said  in spite of requests by Nigerian and international media  for him to  reply the President, he would  still maintain his “serenity.”

But he made it clear that  he had through his December 2,2013 letter to Jonathan, done his duty to the President, the Peoples Democratic Party and the nation, as a former President and an elder statesman.

Obasanjo, had in  his 18-page letter titled “Before it is too late,” accused the President, among other things, of placing 1,000 Nigerians on a watch list and training snipers to assassinate his political opponents.

He had added that Jonathan’s actions were capable of derailing the country’s democracy.

But the President replied Obasanjo on Sunday, claiming that  his   letter was  full of lies against him and his administration.

In a tone indicating that he was highly  pained by the former President’s letter, Jonathan wrote, “The allegation of training snipers to assassinate political opponents is particularly incomprehensible to me. Since I started my political career as a Deputy Governor, I have never been associated with any form of political violence.

“Regarding the over  1,000 people  you said  are on a political watch list, I urge you to kindly tell Nigerians who they are and what agencies of government are ‘watching’ them.

“Your allegation that I am using security operatives to harass people is also baseless. Nigerians are waiting for your proof. That was an accusation made against previous administrations, including yours, but it is certainly not my style and will never be. Again, if you insist on the spurious claim that some of your relatives and friends are being harassed, I urge you to name them and tell Nigerians what agencies of my administration are harassing them.”

He went on to add that  the  letter by Obasanjo also  suggested to him that landmines had been laid for him.

But Obasanjo  told journalists in a two-page statement read by Oladunjoye , a former deputy governorship candidate of the Peoples Democratic Party in Ogun State,   that he  had resolved  not to make  further comments on either his  letter or Jonathan’s.

Immediately after reading the statement titled, ‘Re: Before It Is Too Late,’  he  rose from his seat, declining to entertain questions from the journalists.

The  statement reads,” Since the publication of the letter written by the President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, Dr. Goodluck Ebele Jonathan, GCFR, which was in response to the letter earlier written by  former President, Commander-in-Chief, Chief Olusegun Obasanjo, GCFR; we have received several enquiries from local and international media asking to know Chief Obasanjo’s reaction to Mr. President’s response.

“One, Chief Olusegun Obasanjo, GCFR, acknowleges  Mr. President’s letter/response. However, Baba, as he already indicated in his December 2, 2013 letter does not wish to make further comments beyond the contents of his last letter to Mr. President or react to the said letter/response from Dr. Jonathan. Let me quote from page  14, paragraph two of Chief Obasanjo’s letter to Mr. President dated December 2, 2013 and titled Before It is Too Late:  “I will maintain my serenity, because by this letter,  I have done my duty to you as I have always done, to your government, to the  PDP, and to our country, Nigeria.

“Two, let me reiterate here, that Chief  Obasanjo  has tremendous respect for the office of the President of the Federal Republic of Nigeria.”

Oladunjoye added that Obasanjo “sincerely appreciates all of you, my cherished colleagues; gentlemen and women of the media profession, who have been very upright, ethical and robust on the subject matter.”

Obasanjo’s claim  that Jonathan was playing politics with the Africa Development Bank   and World Bank Rivers State water project in Rivers State  was  however  supported by Governor Rotimi Amaechi  during a rally by the All Progressives Congress at the Liberation Stadium in Port Harcourt.

“If they tell us that it is  the ADB, tell them I said it is both ADB  and the World Bank. We  have completed everything we need to complete. They don’t want to sign, they want you and I to die of hunger,” Amaechi told  APC supporters.

He added, “I will not lie, I drink table  water. So the best I can do for you and the best your President can do for you is to ask  the World Bank about the water project.

“All those that say they want South-South President, I agree, you want South-South President. If a South-South President refuses to give you water, you can still sweep him out. Let him tell us what project  he has   done for us.”

Meanwhile, two  Northern groups – the Arewa Consultative Forum and the Coalition of Northern Politicians, Academics, Professionals and Businessmen – have  differed on Jonathan’s reply to Obasanjo’s letter.

While the ACF said   Jonathan’s reply  had  given Nigerians an opportunity to judge, the CNPAPB said it was a poor attempt to respond to ‘very serious’ issues raised by  a former President of the country.

The ACF  spokesman, Mr. Anthony Sani, in an interview with one of our correspondents,   however expressed reservations about the open nature of the altercations between the two  Nigerian leaders.

Sani said,  “I have read both letters and wish to state that such open altercations be avoided in favour of confidential correspondence, especially when regard is paid to their personal and political relationships which have profound effect on the pace of development of the Nigerian project.

“But since the genie has been let out of the bottle, it is good that Mr. President has replied the letter. It is now left for Nigerians to pass their judgment in the larger interest of Nigeria.”

However,   the Convener of the CNPAPB,  Dr. Junaid Mohammed, cautioned Nigerians against taking their eyes off the   issues made public by Obasanjo.

Mohammed said, “If Nigerians decide to take their eyes off the ball until this issue becomes serious, then we have ourselves to blame.

“In addition, one of the inadequacies of the latter by the President  is that it was unlike Obasanjo’s.

“Jonathan’s letter is  more of a civil service draft- a combination of all sorts of contributions by  half-baked politicians, mediocre civil servants and journalistic thugs in the service of the President.

“Whether Obasanjo is liked or not; is beside the point, let Nigerians insist that issues raised by Obasanjo  in his  letter be properly addressed.”

The medical doctor turned politician  said the allegation that the Jonathan administration was training snipers must not be glossed over.

But   the Ijaw National Congress said that Obasanjo should open up on the training  of snipers.

Lauding  the President’s reply, it said that Nigerians could not be deceived by Obasanjo.

The INC spokesman, Mr. Victor Borubo, also said that   Obasanjo was not in a position to advise Jonathan on whether or not to run for the Presidency in 2015.

He said,  “President Jonathan is trying his best to develop the country. Obasanjo should not forget that the PDP crisis did not start with Jonathan. Nigerians cannot be deceived by his  letter.

“Obasanjo is claiming that Jonathan promised to go for only one term as President, but he (Jonathan) has told his critics to produce evidence that he made such a promise.”

Also on Monday, a  former Governor of Bayelsa State, Chief Diepreye Alamieyeseigha,  appealed to   Jonathan and  Obasanjo to close ranks and proffer solutions to the country’s challenges.

Alamieyeseigha told  journalists in Yenagoa that even though Obasanjo’s  motive for making the letter public was unclear, the issues  he raised in it  were weighty and should not be ignored.

“The advice, through a letter to President Jonathan, no doubt is coming from a respected person who has ruled the country both as a military head of state and a two-time president of a democratic government,” the News Agency of Nigeria  quoted the former governor as saying.

“We  can concede to him (Obasanjo). He has the in-depth knowledge of governance; he has seen it all; and so a letter coming from him should not be taken on the face value,’’ he advised.

Alamieyeseigha  noted that leadership and nation-building were  responsibilities that required the input of various stakeholders.

“President Jonathan is not a super human, so if the country is drifting in the eyes of objective and patriotic persons in the country, they can come out and proffer solutions after identifying the problems.’’ he said.
Mikel Obi
Chelsea manager Jose Mourinho has again singled out his midfielder Mikel Obi for praise. Barely two hours before the big match against Arsenal on Monday at the Emirates, Mourinho told Chelsea FC website that even though the Stamford Bridge had not done exceptionally well in their last few games, they have been able to retain some respect and points because of the work rate of the Nigerian national player.

Mourinho said, “We have a lot of possession but are not killing opponents, they are killing us and we are exposed. Mikel (Obi) gives us balance.”

This is the second time within two months that the Portuguese has specially mentioned the Nigerian preparing to lead the Super Eagles midfield at the Brazil 2014 World Cup. In November Mourinho attributed Frank Lampard’s quality attacking display largely to the presence of Mikel on the pitch.

“Frank is able to attack freely because we have John (Mikel Obi). His good covering enables Frank to effectively push forward,” the former Real Madrid coach said.

It was based on his belief in the Nigerian that he was handed a starting place in the match at the Emirates last night. Mikel, Lampard and Ramires made up the midfield for the Stamford Bridge team with the Nigerian as the anchor. Mourinho then added that the presence of the Eagles midfielder should help reduce the effect of Mesut Ozil who has proved himself a very good buy for Arsenal this season. The German international has helped greatly in the Gunners chase for the elusive Premier League title this term.

Mourinho added, “We’ll try to control Mesut Ozil a little bit more. Let’s see.”

Mikel on his own has displayed a lot of growing confidence since Nigeria won the African cup last February. On Sunday he spoke on the country’s chances in Brazil next year and said he was very hopeful the Eagles would fly high. The African champions are yet to go beyond the second round in their four outings in the FIFA biggest competition.

“I think being African champions has given us a huge lift. I think the mentality of the team has changed in the past couple of years. We believe now that we can go into every game and win,” Mikel told Goal.com.

“I think the Africa Cup of Nations has given us a lot of belief to go into the World Cup – I know we can do well.”

How FG allegedly lavished N4.7trn in 8yrs, by Reps

ABUJA—The Public Accounts Committee, PAC, of the House of Representatives revealed at the weekend that over N4 trillion was spent from 2004 to 2012 by the Federal Government from Service-wide Vote without the approval of the National Assembly.

The committee said due process was not followed in the manner such a huge sum was lavished, noting that it contravened Section 80 of 1999 constitution.
House of Representatives during plenary

House of Representatives during plenary

The committee also alleged that between 2005 and 2006, the government of former President Olusegun Obasanjo spent N250 million to feed former President of Liberia, Charles Taylor and his family, who were on an asylum in the country.

Chairman of PAC, Adeola Olamilekan (APC-Lagos), who disclosed these at a briefing of journalists, said the expenditure was made without parliamentary approval, starting from the government of President Obasanjo to that of President Goodluck Jonathan.

Olamilekan explained that “most of the expenditures to which the Service-wide Vote releases were deployed are routine in nature and did not qualify for emergency funding.

“For instance, between 2004 and 2012, a total of N1, 284,853,731.20 was spent on publicity and publication of various government programmes.

“Between 2004 and 2005, N250 million was spent on the upkeep of the former Liberian President, Charles Taylor, another  N14,006,494.847.57 was also released from the Service-wide Vote for the payment of judgement debts against the Federal Government.

“The office of the Accountant-General of the Federation, Budget Office and the Ministry of Finance released to their various offices a total of N2, 267,002,101 to a few auditors as audit fees and in 2011 alone, the Office of the Accountant-General of the Federation paid out N809,358,504 as audit fees to some external auditors carrying out audit of the Federal Government financial activities instead of the Office of the Auditor-General of the Federation.”

He also alleged that over N160 million was released for the Budget and Accountant General’s offices.
He said further:  “The expenditure of N162million from the 2011 Service Wide Votes releases tagged; “Closing Accounts” incurred jointly by the Office of the Accountant-General and the Budget Office of the Federation.

“An expenditure of N1,059,177,589.31($6,619,859.93 at the rate of $1=N160) in 201 and 2011 said to payment of outstanding tax on Nigeria House in New York.

“Successive governments have from 2004 to 2012. Spent a whopping N4.17 trillion  as against N1.8trillion  approved by the National Assembly as Service Wide Votes component of the budgets of those years, translating to N2.27trillion extra budgetary spending or 220% above the Service Wide Votes as approved in the budget for the period.”

He explained that “such extra-budgetary expenditures constitute a breach of Section 81 of the Constitution of the Federal Republic of Nigeria, 1999(as amended) and an illegality.”

Olamilekan also said PAC  discovered in the course of its oversight that the Service-Wide Vote was converted to a recurrent fund by the government, instead of an infrastructure vote.

“Such releases were mainly used to finance recurrent expenses not targeted at critical and strategic sectors of the economy and the releases were random and did not follow any clear pattern.

“The Service Wide Votes had become an alternative budget which government prefers to patronize than the annual budget, leading to poor implementation of the annual budget as approved by the National Assembly,” he added.

The report was earlier last Thursday presented by Olamilekan to the House which resolved that the committee should do more on its findings and present another report within two weeks.
The Service Wide Wide is the fund set aside for emergency purposes.
